INTRODUCTION TO QCTO QUALIFICATIONS
The Quality Council for Trades and Occupations (QCTO) was established in 2010 under the Skills Development Act (No. 97 of 1998) to oversee the design, implementation, assessment, and certification of occupational qualifications in South Africa. These qualifications aim to bridge the gap between education and industry by equipping learners with practical and theoretical skills required for specific occupations.
The QCTO’s purpose is to enhance the quality of training in the Technical and Vocational Education and Training (TVET) sector, ensuring South Africa develops a workforce that meets the demands of a modern, skills-driven economy.

WHO SHOULD CONSIDER OFFERING QCTO PROGRAMMES?
QCTO programmes are ideal for:
- Entrepreneurs and Business Owners in Skills Development: Those aiming to enter the education and training sector with a focus on practical, industry-aligned qualifications.
- Existing Training Providers: Colleges or academies looking to expand their offerings to include nationally recognized occupational qualifications.
- Employers Seeking Talent Development: Businesses that want to provide in-house training and certification to upskill their workforce.
WHY CHOOSE QCTO PROGRAMMES?
- Industry Relevance: These qualifications are co-designed with industry stakeholders to ensure learners are job-ready upon completion.
- High Demand: Sectors like engineering, health, construction, and IT actively seek QCTO-qualified candidates, ensuring market viability for training providers.
- Government Recognition: QCTO qualifications are registered on the National Qualifications Framework (NQF), ensuring credibility and standardization.
